While there are many agencies and states which actively monitor early warning information, few have the added challenge of linking their analysis of the information with their actions in the field. This article explores the operational reality of the International Red Cross and Red Crescent Movement, arguing that there is not a monolithic early warning system which will meet the needs of all players.Metrics
