In this article the author discusses the escalation of sexual violence in Kosovo that has affected refugees before, during and after their flight from that region. The response of the United Nations and humanitarian organizations to the reports and the reality of sexual violence is examined, as are the constraints and problems encountered by these institutions in formulating a coordinated and effective response to sexual violence.Metrics
