On May 18-21,1995, forty international lawyers, social scientists, government officials, and representatives of intergovernmental and nongovernmental organizations gathered in Toronto to participate in a collaborative exercise, termed the Reformulation Project, to analyze and critique a proposed reformulation of the international refugee regime.
